Description: pg_ctl reports 'server starting' after fatal error
Details:
In case someone gets an urge to fix this:
FATAL: database files are incompatible with server
DETAIL: The database cluster was initialized with CATALOG_VERSION_NO
200701081, but the server was compiled with CATALOG_VERSION_NO 200701211.
HINT: It looks like you need to initdb.

Obviously the server did not start!
