[BUGS] Build libpq for win32

Hi!   I need libpq static library for my Borland compiler (win32).   make -DCFG=Release /f bcc32.mak is not working in 8.0.0beta5 sources and is working nicely in 7.4.6 sources... Vlad Ovcharenko, Russia
