No, but your psql evidently is. I get
regression=# \h drop rule
Command: DROP RULE
Description: remove a rewrite rule
Syntax:
DROP RULE name ON relation [ CASCADE | RESTRICT ]
from 7.3 psql. Yours is evidently 7.2.
