There is a problem with mac osx in regard to locale. A bug report was submitted to apple, they (apple) acknowledged the bug and said it would be addressed in a future version.
End result... when you initdb you need to use locale = C. I forgot the exact syntax just look at the docs. initdb --locale=C Hope this helps.
