You must patch postgresql in order to run it under cygwin + windows 2000. The "filename_completion_function" is named "rl_filename_completion_function" under cygwin. That's why it's not found. The patch will solve the problem and other memory allocation problems appearing under windows 2000. You can find the sources patched on cygwin.com. You can download it with the cygwin setup.exe (sources and binaries are available).
