According to me the problem is not coming from pgAdmin but from the users rights of my system. I'll appreciate that the community give me advice on the better way to manage the user/groups on the 9.0 folder tree.

pgAdmin works for me with an unprivileged user. You'll have to tell us
more about your issue for us to help you. Right now, all I can say is
that it should work.
