This is within a corporate network, all HTTP- and HTTPS-Access is only
possible via a Proxy. (even ping <something> is disabled)
The proxy settings are entered within the "usual place" and are honoured
by firefox and internet explorer. FireFox is the DefaultBrowser.
"usual place" for pgadmin is the options dialog.
