Malik, Well for what it's worth, I'm running Kubuntu 18.10 and I usually apt-get install pgAdmin4. The instructions on how to add the relevant repository is here: https://wiki.postgresql.org/wiki/Apt .
The only caveat is that it tends to lag behind the releases for windows and RPM (sometimes even skipping a version or two). Good luck, rik.
