Translation of pgAdmin into Russian

 Hello.
I'd like to contribute to the translation of pgadmin into Russian. I'm a
developer and use pgadmin every day. I can get by with the English version,
but I prefer using a localized version in my native language. I hope this
will make someone else's work easier.
