--with-opengl=1

Assuming you have these installed

balay@petsc-gpu-01:~$ dpkg -S /usr/lib/x86_64-linux-gnu/libGL.so 
/usr/lib/x86_64-linux-gnu/libGLU.so
libgl-dev:amd64: /usr/lib/x86_64-linux-gnu/libGL.so
libglu1-mesa-dev:amd64: /usr/lib/x86_64-linux-gnu/libGLU.so
