I would like to suggest that CMS made simple is worth looking at as an alternative to Joomla / Drupal. ( http://www.cmsmadesimple.org/ )
I am using it for one site and find it easy enough to use, and unless we are proposing to extend the complexity of our site, I think it would fit the bill and might be easier to administer.
