I agree with everyone who says the dark white smears are scuffs. But I know that mold is attracted to the coating on that era of buckram and there appear to be areas where there’s a light film. If it smells funky and it’s not an intrinsic part of the piece, throw it out (if it has significance, separate it and make a notation in the catalog). You may also want to perform an examination of the scroll under magnification to ensure that there’s no bloom before you rehouse it.
