In its definition of the phrase “To use any registered pesticide in a manner inconsistent with its labeling,” the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) allows the use of a pesticide against a pest that does not appear on the label provided the application is to a site that is specified on the label. Most states allow this exception, so perhaps WA does. (NYS does not.) However, I believe manufacturers won’t honor the warranty in such cases, so you would want some evidence that the application would be effective.

A careful reading of the label DOES NOT INCLUDE webbing clothes moths. So it would be illegal for the pest management professional to use it in your museum for WCM's. Secondly, the active ingredient in this product is a synthetic pyrethroid called bifenthrin. After applied, it has a fairly short residual effect on pests. It has no fumigant effect, i.e. the larvae or adults must walk through the pesticide deposit or the pest must be sprayed directly in order for it to be killed. You may want to research if the chemical vapona is registered for use as a residual spray in the State of Washington. It is registered for museum use against fabric pests in many states in the U.S. It also is available for use in museums as a pest strip. It has a mild fumigant action against pests. Before I agree to its being used, I want to make sure that its effectiveness would outweigh the risks and labor involved. We have been using a chest freezer for a few things at a time, but as the moths have moved into another area of our collection, we are looking into freezer trucks to take care of large numbers of boxes and rolls at once. If anyone has experience renting a freezer truck, and/or thoughts on what to look for when selecting a truck, I would appreciate hearing about it. I am also looking for information on how long to leave the items sealed in the bags. We aim to freeze all of the clothing and textiles, but I am not sure how likely it is that moths will continue to live in the space, which will still contain many other types of art so fumigation is not an option. The last thing I want is to open the bags and have to start this all over again. Generally, I would love to hear from anyone who has made it through a webbing clothes moth infestation, what measures they took, and how long it took before they felt that they were safely through it.
