It is really hard to understand from the photo. The depth of field is confusing 
and it looks blurry. But if I have to pick, I would say a decomposed insect.

Hi,

This is more of a quiz than a query...  I found this on an old piece of mat 
board that's been in storage for at least a couple of decades.  It was 
definitely introduced during the manufacturing process.  The question is, is it 
an insect or a blemish?
