You present some interesting thoughts here. But I don't have enough time to think about any implications to the point of agreeing or disagreeing with that change, other than to say that the proposal seems reasonable at first glance.

However, if the above proposal is done, I would still want an easy way to get the value-count pairs from a bag if I wanted them.

I do agree though with the principle that sets and bags should be just as easy and terse to use as arrays.
