There seems to be two minds about this. I think its perfectly feasible to do now (perl2exe already does what par proposes) and distribute seperately (and possibly with 5.8). Others think its better held as a Perl 6 utility and maybe make a prototype now. Both can do their thing at the same time, doesn't matter.
