Um, yeah it can.  It's by no means a certinty, but it most emphaticly can.
A lanaugge that provides only a few rigid means to accomplish most tasks
teaches it desciples to think linearly.  

A language which offers flexability and accomidates (dare I say) artistry
teaches it's programers to apreciate 'pretty' programs.

I submit that a pretty program is one which manages to solve it's problem
with style and without becoming obtuse.

It's more like giving a painter a Qualla Pad and the Gimp and then saying,
what?  You can't draw?  You must suck.

No it can't.  It is a bit like fitting a speed limiter to a lorry - it
limits the damage caused in case of an accident, but it does nothing to
improve the drivers skills.
