We came in with it, AFAIK. The deficiencies of perl's refcount GC scheme, 
and the idea to replace it with something better, was one of the things 
that came up at TPC. I've been treating it as a given that the current 
refcount scheme will get the toss, though if a modified refcount scheme 
will get us what we need, well, that's keen too.

It does look like refcount GC has a rather larger CPU impact than other GC 
schemes, at least if the reference text I'm wading through is to be believed.
