I've bumped PARROT_REVISION to correspond to the Parrot 1.0
release (r37535), and added a few more items to docs/ChangeLog

Unless I hear otherwise, I plan to cut release #15 tomorrow
around 1400 UTC.

November is currently blocking on [perl #63978].

We're eval-ing from inside classes all over the place, so working
around that one would be tough.

Fixed, so the release won't have this bug. :-)
