or want the proxy class for this.  It may be that it falls out naturally
somehow when we have "is rw" semantics implemented for subs.

OTOH, if it's an important feature that is being needed for
applications in Rakudo, let me know and I'll look at it closer
for immediate application.

"Objection!". Str.substr is only one method from S29 which declared "is rw". And even after implementing S06's "is rw" methods it will still require special proxy for Str.substr. And this patch provides excatly this proxy.
