One thing I've found is that I cannot install TAP::Harness::Archive on windows machines because of test failures.

I submitted a ticket about this to rt.cpan.org for this along with possible fixes

Just checking back in on these patches. It's been a while since I sent them and
I haven't heard any feedback one way or another.
