I've found in several of my other projects that it's very useful to allow +2 and -2 votes as an indication of "strongly in favor" or "strongly opposed". I have much more to add about the example you provide, but it will take me a few hours to write it up and explain it properly. Hopefully it will point the way to a solution. Pm
