For developers working in languages that want to play nice with the repository, it would be very helpful to have a top level make target that ran the distro/copyright/svn/codingstd tests (but only those that normally get run during make test) Developers working in languages can inadvertently cause these tests to fail; adding this target will give them a quick way to insure they didn't break 'make test'.
