Over the past years, we've gotten many requests to log #parrot; over
the past few months, the number of requests per week has increased,
and while not everyone is in favor, we have consensus among many of
the committers to enable it, so we have: #parrot on irc.perl.org is
now logged.

The logbot is named Piper. Logs are stored right next to the
parrotsketch logs at:
http://www.parrotcode.org/misc/parrotsketch-logs/

When you join the channel, Piper will send you a private message
reminding you that the channel is logged. If Piper is disconnected for
some reason, it will announce the logging when it rejoins.

While the logs aren't meant to be a final resting place for
documentation, hopefully they can be mined for useful nuggets that
have otherwise been dropped on the floor in the past.

Thanks to Robert Spier for his quick turnaround time on implementing this.

Regards.
