It looks as though the 0.4.15, 0.4.16, and 0.5.0 releases were all made without updating PBC_COMPAT, with no ill effects.
So, I've now removed "item f" (update PBC_COMPAT) from the release_manager_guide.pod and I'm marking this ticket as resolved. Pm
