Seriously, Audrey Tang, who historically has done most of the pugs
release engineering, has been quite ill for most of this past year,
so we're all just working straight from the svn head.  That's actually
rather more stable and useful than the (by now) ancient CPAN release,
and certainly implements something closer to the current spec.

Perhaps that's a mercy.  :)

Anyway, you'll likely be much happier just checking it out of svn.
(For the current version you'll need ghc 6.6.1 to compile it.)
