if pbcs need to be regenerated due to incompatibilities that have been introduced, make should inform the user that it cannot continue until pbc files have been removed, and makefiles have been regenerated. then make should abort. this can be done by checking whether F<PBC_COMPAT> is newer than F<Makefile> ~jerry
