A significant portion of parrots build time is spent running tools/build/pmc2c.pl & tools/build/c2str.pl. Neither of these programs loads Parrot::Config and there isn't/shouldn't be any system dependent behavior. Does it make sense for the code generation to be a --maintainer processes only?
