I'm a fairly-recent addition to the list. I've read a good part of the archives, but not all. So forgive me if what I suggest has already been put forward and dismissed.
First, not to resume the physical abuse of deceased equines, but just to briefly address the whole "gaming of CPANTS" matter. While I agree that it could lead to people using simple tricks just to boost their "score", I would also point out that the system proved to be a very clear way for me to improve several of my personal projects (at least in terms of the quality of the distribution, as opposed to the code itself). I can't help but think that the people who would try and rig it just to look good would eventually drift away. After all, CPAN is already awash with modules that people lost interest in maintaining (as opposed to those who no longer had the bandwidth, as those people tend to try and find people to take over for them). Secondly, having recently added digital-signing to a few of my modules, perhaps the presence of a SIGNATURE file might be a Kwalitee marker (with the caveat that it should be an actual Module::Signature-generate artifact, not just a zero-length file named "SIGNATURE").
