Phase N is my company, and http://svn.phase-n.com/svn/cpan is the
collaborative subversion repository for my code, that now includes PPI,
which you've expressed a desire to have bugs fixed in I believe a number
of times.

Did you not get the email about a minute after than one that said, in
response to your rt.cpan.org comments about wanting the PPI bugs fixed.
(paraphrasing) "I don't have time right now, but I've added you to my
repository so you can fix them yourself" :)
As for the cpan accounts, Insurrection (the svn repo manager) uses
email-based accounts, and so I have been linking account for CPAN people
to their @cpan.org email addresses.
