Well, at the base level, you know *nothing* about a distribution, because CPAN doesn’t actually require any particular structure at all – it could be a tarball with exactly one .pm file for all you know. But I think it’s still useful to try to test a distribution enough to automatically determine that “this cannot be installed from the CPAN shell” and let users know about the result.
