parent ticket, used to track overall progress. see http://groups.google.com/group/perl.perl6.internals/browse_thread/thread/ddb69935d89c7a35/f4f8b10be4b9cd30 for the thread discussing the reorg. important info follows: * there will be no changes before the parrot 0.4.0 release. * make sure the list is notified some time before a change is to occur: what is changing, and when. this should allow those with uncommitted patches some time to prepare. * the changes will be in small increments to keep them cohesive and avoid coupling. this should also make it easier to find problems down the road. * these changes must be tested on at least two platforms before a commit. they may be posted for review before application. * some smaller changes (less likely to corrupt builds) should be made first, to test the waters
