Also there is the problem with script/pugscc/ passing non-cygpathed
include paths to GHC.  Try:

    make install
    pugscc -e "say 123"

To see the error message on Cygwin.  It's around line 80 of
script/pugscc, and it'd be great if you can look into that too.
