I am responsible for this and am sorry. I plead ignorance. The only restriction I was aware of was version of Perl and Config::IniFiles requires 5.004 which I was informed was acceptable when I asked #parrot. In fact, I remember searching to see if there were other non-core modules being used as a precedent, which there were.
