Yep. But we can use something like that as fallback in the absence of ICU. ASCII only, that's it.
Yep, but they need to go in the charset code. I think I've worked out the last kinks in the interface, so I'm going to commit the skeleton ops today and sketch out the lower-level interfaces. (I'm even (and this is a spot to be really afraid) going to deal with regular expression support in it)
