Or...we could set some deadlines...like have 50% of your
module tested
by YAPC, and/or possibly have some incentives.
Say "..50%.. of modules tested by YAPC or we cancel the conference"?
Are you trying to ask for the apocalypse so soon? I know a couple
of people that would be rather upset if YAPC was cancelled.
How about asking YAS if they would offer reduced price
admission if you flesh out the test suite for x modules?
I was thinking more along the lines of books and "perl geek" stuff,
like perl tee shirts and perl mugs, but I guess that would work too.

I know ...
Add 10 tests, get Leon Brocard for a week.
Add 100 tests, get Leon for a day.
no, wait..
He probly comes with a perl-geek tee-shirt too.
but a bit more seriously, YAPC does well/good by selling
things that have no value except to the community,
As well as by selling things that do (ex. books given by Oreilly).
As youre certainly aware, YAPC is damn near free already,
and must be quite a financial juggling act now.
Instead of giving away books that will sell, and fund some
foundation project, granting them 15 minutes of fame on the YAPC
stage (well, ok 5 min - and no lie detector tests !) might be the ticket.
Or maybe a ticket to YAPC movie night.
This list does seem to be oddly reticent though.
