OSCON discount slots

The folks at O'Reilly have handed me 20 discount slots for OSCON this 
year for "Parrot core contributors", whatever that's supposed to 
mean. These are 15% off the registration cost, and can be used with 
other discounts. (There's an early-bird 20% discount if you register 
before June 18th, so presumably that'd get you 35% off total)

I have no idea how many folks can actually use these, nor a really 
great way to fairly hand these out (nor what a "core contributor" is 
for us :) so here's the deal. I'll give 'em out to anyone who's 
submitted a patch or does other maintenance type stuff (runs 
tinderboxen, swamps out the RT queue, or whatever), on April 30th, to 
folks in the following order:

1) People who wouldn't otherwise be going to OSCON
2) People who are going but paying their own way
3) Everyone else
If there are any left, then it'll be to anyone who qualifies who 
wants one as you ask.
