Perhaps the way Web Content Accessebility Guidelines is setup, is a better way 
to get this off to a start. 
I like the way Bobby (http://bobby.cast.org) checks and reports your (non)use 
of the guidelines.

IMO it is better to have guidelines than laws carved in stone.
There are already a lot of good guidelines discussed in the thread and most of 
them can be checked for or an indication can be given to module authors as to 
how to follow the guideline.
