It'll compile C programs on a 386/SX, 20M of disk, 4megs of RAM and some
form of DOS.

Dunno if hardware that old is inside Parrot's scope.
It's outside the scope. (I'm not sure if parrot can be built with only 4M of RAM and 20M of disk...) If someone gets it going, great, we'll do what we can to accommodate them, but I'll wait until someone steps up to the plate and actually does it.
