It's quite possible that when you start that program, you're first waiting for GTK::Simple to be precompiled; the "use lib 'lib'" can interfere with the storage of precompilation results. If you have installed GTK::Simple (for example by going to its folder and running "zef install .") and removed the line "use lib 'lib';", it might start a lot faster when you run it the second time.
