You should be able to install it with `dpkg - -i`, however, I believe it requires root powers in order to do so. If you have Docker as an option, there's the `rakudo-star` image available as well. When all else fails, remember that a VPS nowadays ranges from 1 to 10 euro a month, and then you get root access to the machine.
