I don't know why is not there, but searching panda on <https://admin.fedoraproject.org/pkgdb/packages/> produces no result at all (except for, ehm, python). Now, you can try getting panda directly from github: <https://github.com/tadzik/panda>, it should not be so hard. Or use rakudobrew <https://github.com/tadzik/rakudobrew> which can of course install panda. Hope this helps.
