No, strong typing should not be an issue; lisp works with corba just fine.
If lisp can do it, perl can do it.  (Not to mention existing perl corba
capabilities, e.g. cope...)

Also, as you mention, corba idl is purely OO.  A procedure interface
capability can be seen in languages like Modula.
