What will aid Perl reimplementations are the PDDs.  C-Centrism in the
PDDs is a moot point.

...arguably because the design of the internals is largely undocumented,
and the internals are too daunting to most.

That's a call for documentation and clearer implementation, not design
documents written in pseudocode.
