If we do this, it should be off by default. csk/ksh make you turn it
off, which is the *WRONG* approach. Instead, add a boolean switch that
says "reading ~/.perlrc is ok for this script". Maybe -r could be used
for that.
Scott, I'd suggest codifying ~/.perlrc in an RFC, real quick, before the
heated arguments begin. :-)
