Added sv_regex_global_pos_get(), _set() and _clear()
These new API functions allow XS modules to interact with the stored
`pos()` position without actually depending on the current magic-based
implementation. This allows the internal mechanism to be altered in a
future version without breaking such modules that use the abstraction
API.
