I've found the work-around,
http://aspn.activestate.com/ASPN/Mail/Message/3289590
setting ACTIVEPERL_PPM_HOME env. other than "Documents and Settings",
that is READ-ONLY.
It's a Windows' another trouble, though I login as Administrator!
