Are you really sure you are running 817 and not 816? $SIG{INT} and
$SIG{BREAK} work as expected for me with 817:

#!perl
use strict;
use warnings;
$| = 1;

foreach my $signal (qw(INT BREAK HUP)) {
    $SIG{$signal} = sub { warn "$signal"; exit };
}

while () {
    print ".";
    sleep 1;
}
__END__

Ctrl-C raises INT and Crtl-Break raises BREAK just fine.

Cheers,
