The 'hang' is on the gnupg list_public_keys call. It never returns...

I don't have GnuPG, so there's not much point in my trying to run the
script you provided. Try 'use warnings;' - that might provide a hint.
Other than that, you could insert print() statements throughout your script
to determine just where the hang occurs. Once you've pinpointed the piece of
code that's hanging, you've got something specific on which to focus your
attention.
