You should be able to do that (while connected to the internet) with:
ppm install File-HomeDir

Once you get nmake, you'll also be able to do it via the other method I
outlined earlier.

I believe:
ftp://ftp.microsoft.com/Softlib/MSLFILES/nmake15.exe
or
http://download.microsoft.com/download/vc15/Patch/1.52/W95/EN-US/Nmake15.exe

Just run the downloaded executable to install nmake to the location of your
choice, and add that location to your path.

There will still be a number of modules that you won't be able to install as
you don't have a compiler - specifically modules whose source contains an
'.xs' file. You could remedy that by obtaining MSVC++ 6.0, or the free
Microsoft .NET command line compiler (google for that - it's available on
the Microsoft website), or the MinGW (gcc) compiler from
http://www.mingw.org/download.shtml . Just download MinGW-4.1.0.exe and run
it to install MinGW to the location of your choice - then add the MinGW\bin
folder to your path. If you want to use the MinGW compiler with ActiveState
perl you also need ExtUtils::FakeConfig from cpan.

Once you've got all you want in place, then re-install CPAN.pm to enable
proper configuration of it.

Cheers,
Rob
